Per Weebly
If you want to get fancier, you can replace the background with an image instead of a color (this is more advanced than replacing with a color). To do so, change the background line so it looks like this:
background: #000000 url( ) no-repeat;
Then upload your background image via the Files column on the left side.
Once the image is uploaded, type the full name of the image within the parentheses. Include the file extension (.jpg, .png, etc), too.
background: #000000 url(fullnameofimage.png) no-repeat;
If you uploaded a small image and want it to repeat across the entire background, write it like this:
background: #000000 url(fullnameofimage.png) repeat-x;
If you uploaded a large image and only want it to show in the background once, write it like this:
background: #000000 url(fullnameofimage.png) no-repeat;

- Click the Copy This Code button to copy the Regular Background Code for the background of your choice.
- Open your Web site editor, and choose the option that allows you to edit the HTML.
- Scroll all the way to the bottom of the HTML code.
- Paste the code that you copied in Step 1 directly above the < /body> tag of your page. (To paste, click your right mouse button, and then select Paste.)
- Adjust your page elements, fonts, colors, and edit or remove optional links if desired.
- Save your page or template.
If want to use another site with no code, save pic to definitive website. copy url. paste url to position of url position on html screen that has already used a coded background using steps above.
For OUTER background change:
-- In CSS menu look for Body.... background....and on the next line down type "background image: and insert url code from internet see sample below. Delete other items under body if it doesn't fill page completely.
